The wheel itself does not have a max PSI rating. Basically the wheel can handle the max PSI of any 16" trailer tire that will fit on it. The real factor here will be the PSI rating of the valve stem.
The valve stem that comes with the Viking 16" wheel # AX02660655BMMFL you were looking at is a metal valve stem rated for 80 PSI. If the fifth wheel has a 4 inch square steel bumper, a bumper mounted receiver like # E-100 would be a good choice. The hitch has a 350 lb tongue weight capacity which would be limited by the capacity of the bumper if its lower.

The in bed wiring harness on your OEM 2017 Ram 3500 connects to the same circuit as your rear bumper 7-way. I recommend removing the T-connector from behind your bumper and inspecting the pins for anything bent. The use some dielectric grease like # 11755 to keep moisture and debris out and reconnect it. Do the same behind the plug in the bed and then test for function. The closest thing that we have to replace your 3-1/4" wet bolts is the Spring-Eye Bolt with Locknut for Slipper Springs # 166079 which measures 3-1/2" long and has a 9/16" diameter. This is a regular bolt without the grease fitting so you'll want to remove the bolts and grease them manually as opposed to pumping grease into them through the fitting.
